(2011), Goble et al.'s Ethical Culture (2011) and Organizational Voices of Zuhair and Ardoughan (2011), and data were analyzed using software. Spss21 and 8lisrel performed. The results indicate that the direct effect of moral leadership on teachers 'organizational voice is equal to 0.88, which indicates the positive effect of moral leader on teachers' organizational voice. At the same time, the relationship between moral leadership and teachers' organizational voice is intensified by moral culture.
