		<Abstract>&lt;strong&gt;Background and Objective&lt;/strong&gt;:The purpose of the present research is to identify the obstacles to the promotion of women to managerial positions in the education department of Urmia city, Iran.
&lt;strong&gt;Research methodology:&lt;/strong&gt; This research was a qualitative study with a phenomenological design. For this purpose, 20 female managers and employees of Urmia city&#039;s education department were selected as a sample using a criterion-based purposeful sampling method and based on the principle of theoretical saturation. Data were collected through semi-structured interviews. After transcribing, the text of the interviews was analyzed using the Diekelman approach and thematic analysis method in MAXQDA software. The validity and reliability of the findings were ensured through member checking and peer debriefing.
&lt;strong&gt;Findings:&lt;/strong&gt; The results showed that the lived experiences of women regarding obstacles to their promotion to managerial positions were extracted into 4 themes and 5 categories. The themes included: 1) cultural and social barriers, 2) personal barriers (familial, behavioral, skill-based, and attitudinal), 3) organizational barriers, and 4) gender discrimination. The categories included: 1) lack of confidence in women&#039;s abilities and characteristics, 2) lack of family support, 3) false beliefs, 4) lack of priority for women&#039;s issues in the current affairs of the country, and 5) male-dominated government structure. Among these, personal barriers had the highest frequency of references (183), followed by gender discrimination (139), organizational barriers (111), and cultural-social barriers (103).
&lt;strong&gt;Conclusion:&lt;/strong&gt; The traditional view and approach to the position of women in society is one of the root factors in not promoting women to managerial positions. Educational organizations that actively challenge gender stereotypes, provide family and organizational support, and implement transparent, merit-based promotion systems can ensure greater female representation in leadership roles.</Abstract>
			<OtherAbstract Language="FA">&lt;strong&gt;مقدمه و هدف&lt;/strong&gt;: علیرغم اینکه زنان نیمی از نیروی انسانی آموزش و پرورش را تشکیل می‌دهند، حضور آنان در پست‌های مدیریتی بسیار ناچیز است. اطلاعات کاملی در مورد موانع ارتقای زنان به پست‌های مدیریتی در آموزش و پرورش شهرستان ارومیه وجود ندارد. ازاین‌رو، هدف پژوهش حاضر، شناسایی این موانع از طریق واکاوی تجارب زیسته زنان می‌باشد.
&lt;strong&gt;روش‌شناسی پژوهش:&lt;/strong&gt; این پژوهش، یک پژوهش کیفی با طرح پدیدارشناسی بود. برای این منظور، 20 نفر از مدیران و کارمندان زن اداره آموزش و پرورش شهرستان ارومیه با استفاده از روش نمونه‌گیری هدفمند ملاک‌محور و بر اساس اصل اشباع نظری، به‌عنوان نمونه انتخاب شدند و داده‌ها از طریق مصاحبه نیمه‌ساختاریافته با این افراد گردآوری شد. متن مصاحبه‌ها پس از مکتوب‌سازی و با رویکرد دیکلمن و روش تحلیل مضمون در نرم‌افزار MAXQDA مورد تجزیه و تحلیل قرار گرفت.
&lt;strong&gt;یافته‌ها:&lt;/strong&gt; یافته‌ها نشان داد تجارب زیسته زنان از موانع ارتقای آنان به پست‌های مدیریتی در 4 تم و 5 مقوله استخراج گردید. تم‌ها شامل: 1) بازدارنده‌های فرهنگی و اجتماعی، 2) بازدارنده‌های شخصی، 3) بازدارنده‌های سازمانی و 4) تبعیض جنسیتی بود. همچنین، مقوله‌ها شامل: 1) نداشتن اعتماد به توانایی و ویژگی‌های زنان، 2) فقدان حمایت‌های خانوادگی، 3) باورهای غلط، 4) اولویت نداشتن مسائل بانوان در امور جاری مملکت و 5) ساختار حکومتی مردانه می‌باشد. بازدارنده‌های شخصی با 183 ارجاع بیشترین فراوانی را به خود اختصاص دادند.
&lt;strong&gt;بحث و نتیجه‌گیری:&lt;/strong&gt; نتایج این مطالعه نشان می‌دهد که نگاه و رویکرد سنتی به جایگاه زن در جامعه از عوامل ریشه‌ای در عدم ارتقای زنان به پست‌های مدیریتی است. این یافته‌ها می‌تواند مورد توجه سیاست‌گذاران آموزشی قرار گیرد و مسئولان را ترغیب کند تا با به‌چالش کشیدن کلیشه‌های جنسیتی، ارائه حمایت‌های خانوادگی و سازمانی و پیاده‌سازی نظام‌های شایسته‌گزینی شفاف، زمینه را برای افزایش حضور زنان در نقش‌های رهبری فراهم سازند.</OtherAbstract>
