حکمرانی آموزش عالی در ایران؛ فراتحلیلی بر آسیب‌ها و راهکارها

چکیده

حکمرانی خوب، مدیریت شفاف و پاسخگو در یک نظام آموزشی با هدف تضمین توسعه علمی، اقتصادی و اجتماعی عادلانه و پایدار صورت می‌گیرد. نظام آموزشی همواره برآن است، با تکیه بر این مفهوم و ارائه شاخص‌های آن بتواند جایگاهی مستحکم برای خود در میان ذی‌نفعان بیابد. حکمرانی خوب به عنوان روشی نوین برای توسعه پایدار نظام آموزشی مطرح بوده و می‌توان ادعا کرد که یکی از دلایل پرداختن به حکمرانی خوب، نقش آن بر کارآمدی نظام‌های آموزشی است. پژوهش حاضر با ارائه تعریفی از این مفهوم به بیان شاخص‌ها و مؤلفه‌های آن پرداخته و ضمن ارائه آسیب‌های حاکم در حکمرانی آموزش عالی ایران و بررسی آثار آن، به ارائه راهکارهایی برای رفع آسیب‌ها و اعمال صحیح حکمرانی خوب در نظام آموزشی پرداخته است. پژوهش حاضر را می‌توان فرا تحلیلی تفسیری از وضعیت آسیب‌های حکمرانی آموزش عالی در ایران برشمرد لذا ضمن مطالعه کتابخانه‌ای و اسنادی از روش تحلیل مضمون و تجزیه و تحلیل گزارش‌های علمی استفاده شده است. یافته‌های پژوهش بیانگر این است که می‌توان با شناخت مسائل اساسی و اولویت‌ دار؛ که زمینه‌ساز آسیب‌های فراوان در حکمرانی آموزش عالی است و همچنین کشف روابط بین آن‌ها، راهکارها و پیشنهاداتی برای اعمال حکمرانی مطلوب در نظام آموزشی ایران ارائه داد.

چکیده [English]

Good governance, transparent and accountable management in an educational system with the aim of ensuring a fair and sustainable scientific, economic and social development. The educational system always strives to find a strong position for itself among the stakeholders by relying on this concept and presenting its indicators. Good governance has been proposed as a new method for the sustainable development of the educational system and it can be argued that one of the reasons for good governance is its role on the efficiency of educational systems. The present study provides a definition of this concept, expresses its indicators and components, and while presenting the prevailing harms in the governance of higher education in Iran and examining its effects, provides solutions to eliminate the harms and correct good governance in the education system. The present study can be considered as a interpretive meta-analysis of the situation of governance injuries in higher education in Iran, so while studying libraries and documents, the method of content analysis and analysis of scientific reports has been used. The research findings indicate that by recognizing the basic and priority issues; Which is the cause of many harms in the governance of higher education and also the discovery of relationships between them, solutions and suggestions for good governance in the Iranian education system.
