Abstract

Background and Objective: The present study was conducted with the aim of identifying the factors influencing the recruitment and selection of effective teachers in the country's educational system. In this regard, the contexts of recruiting and selecting effective teachers were examined.
research methodology: This research was conducted with an applied purpose and a qualitative approach. The participants of the study were experts and scholars in the field of education, as well as administrative managers at various levels of the education system during the academic year 2023-2024. Sixteen individuals were selected based on the principle of theoretical saturation and purposive sampling. The research tools included semi-structured interviews and the review of existing documents related to the research topic. The data were validated using Member Checking, Peer Checking, and External Audit. The data were analyzed using thematic analysis and the MAXQDA. 2021 software.
Findings: The result of data analysis led to the identification of overarching themes at three levels of individual, interactive, and organizational components. The requirements and contexts for implementing the components of attracting and selecting efficient teachers include: infrastructures political, structural, human resource management, organizational reputation, recruitment system, methods of selecting and providing teachers and Belief and moral evaluation system.
Conclusion: The findings of the research assist policymakers and educational administrators in recruiting competent teachers by developing effective programs and revising the formulation of selection criteria, thereby preventing the losses and costs associated with inefficient human resource selection. Ultimately, these measures will enhance the quality of education and improve student performance.
