A Multilevel Analysis of the Impact of Political Currents on Educational Policies in Iran: From Top-Level Documents to Elite Opinions

Abstract

This research aims to deeply analyze the impact of the political tendencies of the governments of the Islamic Republic of Iran on policymaking in the field of education. To achieve this goal, a multi-stage mixed research design (qualitative-qualitative-qualitative-quantitative) was used, which includes documentary analysis of the approvals of the Supreme Council of the Cultural Revolution and the Supreme Council of Education, a systematic synthesis of domestic research over the past four decades, qualitative content analysis of experts' perspectives, and finally quantitative validation of the findings using the Delphi technique. This comprehensive approach allows for the discovery of hidden layers and complex dimensions of this impact through the examination of documents, research background, and expert opinions.

The findings of this study show that the change of governments with different political tendencies has directly and indirectly transformed the content of policies, macro-directions, resource allocation and executive priorities in the education system. These effects have been manifested in dimensions such as curricula, human resource management, budgeting and external relations of education, which have been confirmed and finally ranked in the quantitative stage and through a survey of experts, the validity and importance of each of these dimensions have been confirmed and ranked. The output of this study is to present a local model for understanding the political dynamics affecting education in Iran
