چکیده

مقدمه و هدف: پژوهش حاضر، با ارائه چارچوب مفهومی جدیدی از آموزش مبتنی بر شایستگی کارکنان سازمانی، خلأ پژوهشی موجود در این حوزه را پر می‌کند. بررسی منابع علمی نشان می‌دهد که تاکنون پژوهشی مشابه که به طور نظام‌مند ادبیات این حوزه را سنتز کرده باشد، انجام نشده است. لذا این مطالعه از نظر هدف توسعه‌ای، از لحاظ ماهیت و سبک تحلیل داده‌ها، جزء پژوهش‌های کیفی و بر اساس جمع‌آوری داده‌ها اسنادی است.
روش‌شناسی پژوهش: از منظر روش انجام پژوهش، تحلیلی- توصیفی است و داده‌های پژوهش با استفاده از روش فراترکیب جمع‌آوری و تحلیل می‌شوند. بر این ‌اساس، محقق پس از جستجو در پایگاه‌های اطلاعاتی داخلی و خارجی، در محدوده‌ی زمانی 2010 تا 2023، تعداد 714 مقاله مرتبط را بازیابی و در نهایت، پس از بررسی 41 مقاله نهایی انتخاب گردید.
یافته‌ها: یافته‌های مقالات با استفاده از روش هفت مرحله‌ای ساندولوسکی و بارسو تحلیل شدند. نتایج حاصـل از 41 مقاله منتخب بر اساس 95 مفهوم، 16 مقوله فرعی، و ٤ مقوله اصلی؛ در ابعاد نیازسنجی شایسته محور (رویکرد عرضه محور، رویکرد تقاضا محور، رویکرد شواهد محور)؛ طراحی شایسته محور (ترتیب برنامه، محتوا برنامه، مراجع برنامه)؛ اجرا شایسته محور (آموزش درون سازمانی، آموزش برون سازمانی، آموزش مجازی)؛ و ارزشیابی شایسته محور (ارزیابی دانشی،‌ارزیابی مهارتی، ارزیابی رفتاری) بررســی و تحلیل گردید.
بحث و نتیجه‌گیری: نتایح حاصله نشان می‌دهد که آموزش مبتنی بر شاستگی به افراد امکان می‌دهد تا مهارت‌ها و شاستگی‌های خود را بهبود دهند و به صورت عملی و کاربردی آن‌ها را توسعه دهند. در مجموع، می‌توان نتیجه گرفت این رویکرد می‌تواند به افراد و سازمان‌ها کمک کند تا بهبود عملکرد، افزایش توانمندی‌ها، و دستیابی به اهداف واقعی خود را تسریع دهند. این نوع آموزش به بهره‌وری و اثربخشی توسعه کمک می‌کند.

چکیده [English]

Background and Objective: The aim of the current research is to provide a new conceptual framework for competency-based training of organizational employees, which, based on studies conducted in scientific sources, has become evident that no systematic literature review has been conducted in this field to date.
Research methodology: This research was carried out using the Meta-synthesis method on 714 internal and external articles and related sources from 2010 to 2023.
Findings: The findings of the articles were analyzed using the seven-step method of Sandolowski and Barso. The results obtained from 41 selected articles based on 95 concepts, 16 Main themes, and 4 Sub thems; in the dimensions of competency-oriented needs assessment (supply-oriented approach, demand-oriented approach, evidence-oriented approach); - competency based design (program order, program content, program references); competency -based implementation (intra-organizational training, extra-organizational training, virtual training); And competency -based evaluation (knowledge evaluation, skill evaluation, behavioral evaluation) was examined and analyzed.
Conclusion: Competency-based training allows people to improve their skills and competencies and develop them in a practical way. In general, it can be concluded that this approach can help people and organizations to improve performance, increase capabilities, and accelerate the achievement of their real goals. This type of training contributes to the productivity and effectiveness of development.
