E‑learning, as a key outcome of digital transformation, offers significant potential to overcome the limitations of face‑to‑face instruction and expand equitable learning opportunities in higher education. However, the sustainability and effectiveness of this model rely on the establishment of credible mechanisms for assessing and assuring e‑learning quality. This study aims to systematically identify the existing challenges and provide a precise understanding of the factors affecting e‑learning quality in Iran’s higher education system.
Methodology:
This research adopted a qualitative approach using content analysis with a thematic analysis strategy. Participants included 20 managers, faculty members, and experts in educational management and higher education planning at the University of Tehran, selected through theoretical sampling and the snowball technique. Data from semi‑structured, in‑depth interviews were analyzed through open, axial, and selective coding.
Findings:
The analysis resulted in 43 initial codes, 8 secondary codes, and 3 main categories: educational challenges (including limited teaching competencies, deficiencies in instructional content, and weaknesses in assessment practices); technical and structural challenges (arising from inadequate technological infrastructures and insufficient digital skills among users); and organizational and managerial challenges (stemming from shortcomings in policy‑making, planning, management, and leadership). Collectively, these categories highlight the primary barriers to effective assessment and quality assurance of e‑learning.
Conclusion:
The findings indicate that challenges in assessing and assuring e‑learning quality span educational, technical, organizational, and managerial dimensions. Addressing these barriers through comprehensive planning is essential for enhancing the quality of electronic higher education and reinforcing public trust in this instructional model.
