چکیده

مقدمه و هدف: توسعة فعالیت­­های علمی بین­المللی، یکی از دغدغه­­های اصلی دانشگاه­­های برتر جهان در راستای بهبود کیفیت، برندسازی و افزایش اعتبار است. هدف پژوهش حاضر که با رویکرد کیفی انجام گرفته، ارائه­ی الگوی مطلوب همکاری های پژوهشی و آموزشی بین المللی در نظام آموزش عالی کشور  است
روش‌شناسی پژوهش: پژوهش حاضر با بهره گیری از روش تحقیق کیفی از نوع نظریه داده بنیاد و مصاحبه با نمونه منتخب هدفمند از صاحب­نظران، مدیران و سیاست­گذارانی که سوابق آموزشی، پژوهشی و اجرایی مرتبط داشته اند انجام شد. مصاحبه ها با استفاده از روش های کدگذاری اشتروس و کوربین (باز، انتخابی و محوری) تحلیل شدند.
یافته‌ها: پس از اجرای مصاحبه و کدگذاری باز و محوری در مرحله کیفی؛ نتایج پژوهش نشان‌دهنده 18 مقوله کلی شامل شرایط علی (عوامل فردی، فناوری و ارتباطی، چندفرهنگی، برنامه درسی و زیرساخت و تجهیزات)، شرایط زمینه‏ای (عوامل سیاسی، اقتصادی و فرهنگی)، شرایط مداخله‌گر (سیاست های دولت و جهانی شدن)، مقوله محوری (همکاری های آموزشی و پژوهشی بین المللی)، راهبردهای توسعه همکاری های آموزشی و پژوهشی بین المللی (برون سازمانی و درون سازمانی) و پیامدها ( توسعه اقتصادی، بهبود کیفیت آموزش و پژوهش، توسعه روابط سیاسی بین المللی و کسب شهرت و اعتبار بین المللی) بود که  الگوی توسعه همکاری های آموزشی و پژوهشی بین المللی در نظام آموزش عالی کشور و روابط بین ابعاد مختلف آن را منعکس می­کرد.
بحث و نتیجه‌گیری: یافته­ها و نتایج پژوهش بیانگر آن است که  توسعه همکاری های آموزشی و پژوهشی بین المللی در نظام آموزش عالی کشور منوط به تحقق عوامل و مولفه های مورد مطالعه می باشد.  بنابراین، به مدیران و سیاست­گذاران نظام آموزش عالی کشور توصیه می­شود با تدوین یک برنامة جامع و مدوّن برای تقویت همکاری­های آموزشی و پژوهشی بین المللی و همچنین تعمیق همکاری­های بین­المللی به سطوح تصمیم­گیری و اجرایی دانشگاه، در راستای توسعه همکاری های آموزشی و پژوهشی بین المللی در نظام آموزش عالی کشور قدم بردارند.

Designing the ideal model of international research and educational cooperation in the country's higher education system with the approach of foundational data theory

چکیده [English]

Background and Objective: The development of international scientific activities is one of the main concerns of the world's top universities in order to improve quality, brand building, and increase credibility. The aim of the present study, which was conducted with a qualitative approach, is to present a desirable model of international research and educational cooperation in the country's higher education system.
research methodology: The present study was conducted using a qualitative research method of grounded theory and interviews with a purposefully selected sample of experts, managers, and policymakers who had relevant educational, research, and executive backgrounds. The interviews were analyzed using Strauss and Corbin coding methods (open, selective, and axial).
Findings: After conducting interviews and open and axial coding in the qualitative stage, the research results indicated 18 general categories including causal conditions (individual factors, technology and communication, multiculturalism, curriculum and infrastructure and equipment), contextual conditions (political, economic and cultural factors), intervening conditions (government policies and globalization), axial category (international educational and research collaborations), strategies for developing international educational and research collaborations (external and intra-organizational), and consequences (economic development, improving the quality of education and research, developing international political relations, and gaining international reputation and credibility), which reflected the pattern of developing international educational and research collaborations in the country's higher education system and the relationships between its various dimensions.
Conclusion: The findings and results of the study indicate that the development of international educational and research cooperation in the country's higher education system depends on the realization of the factors and components under study. Therefore, it is recommended that managers and policymakers of the country's higher education system take steps to develop international educational and research cooperation in the country's higher education system by developing a comprehensive and documented program to strengthen international educational and research cooperation and also to deepen international cooperation to the decision-making and executive levels of the university.
